Bharat Sanchar Nigam Limited (BSNL) is owned by the state and is going to start its conversion of all the local 4G towers into 5G in only six to eight months, a landmark move that can be seen as an indicator of the increasing self-reliance of India in the telecommunications sector. The fact that India ensures that its next-generation network dreams are harnessed using its own technology is highlighted by this grand project, which is already validated by the Communications Minister of India, Jyotiraditya Scindia. A Homegrown Telecom Stack Steps into the Limelight
The core of BSNL 5G transformation lies in the completely indigenous telecom stack created as a result of the joint work of Centre of Development of Telematics (C-DOT), Tejas Networks, and Tata Consultancy Services (TCS). This is a major deviation which is contrary to the world trend where the majority of telecom operators depend so much on the equipment supplied by the few foreign suppliers, with the largest being Ericsson, Nokia, Huawei, and Samsung.

Minister Scindia also emphasized the long-term thinking of this choice: as BSNL progressed along the path of implementation of 4G, there was a tough choice to make. The short way to go was to acquire equipment with the foreign suppliers… the long way was to develop our own 4G stack. India followed the latter… and the outcomes speak by themselves. The nation created its own core software, radio access network (RAN), and also acquired an Indian system integrator that is trusted in TCS in only 22 months.

This is an indigenous ecosystem that minimizes the reliance on foreign technology in addition to boosting the national security by reducing the vulnerability linked to foreign telecom infrastructure. Quick Growth and Nationwide reach
The footprint of the 4G of BSNL has experienced a dramatic growth in the last one-year period. The operator has almost 98,000 4G towers running on a network of 9,000 sites back in mid 2024- With over 22 million users spread across the country. BSNL has a cumulative subscriber base of 91 million making it a playable force in the Indian telecommunication industry, particularly in the rural and underserved areas where the private operators have not been as vigorous in investing.

The government has shown its intentions to enhance the BSNL infrastructure. In June 2025, more 4G towers (100,000) were planned to be deployed in the country. By August 2025, to hasten network modernization, the government had added new capital. These investments are currently introducing a smooth move to 5G.

A Department of Telecommunications (DoT) senior official believes that BSNL will introduce commercial 5G in Delhi and Mumbai as early as December 2025. Everything is functioning well with no problems and the official assured that the indigenously developed network has worked well in its testing phases.

India’s 5G Leadership Claim
Minister Scindia went even further claiming that India had the fastest 5G deployment globally and that 99.8 percent of the districts nationwide now had 5G coverage. Although the initial 5G networks have been pioneered by the efforts of private providers such as Reliance Jio and Bharti Airtel using imported equipment, the introduction of BSNL as a 5G provider with an entirely homegrown stack introduces a new twist to the story of connectivity in India that builds upon innovation, inclusion and independence.

The importance of such an attainment cannot be overemphasized. India has traditionally been a consumer of telecom technologies as opposed to a producer. That is a flipscript with BSNL as the 5G driver with Indian R and E. It proves that given the appropriate policy support, public-private cooperation and long-term vision of the country, India can not only compete but become a leader in the development of high-tech infrastructure.

Strategic Implications and Future Prospect
The native 5G implementation by BSNL has far-reaching consequences. In an economic perspective, it will create a domestic ecosystem of telecom vendors, software developers, and system integrators, which will generate high-value jobs and result in less capital outflows. It has the potential to affect the future of telecom standards across the world, as India becomes able to establish its standards and protocols with technologies to implement their own standards.

Furthermore, with 5G being the foundation of new technologies, including smart cities, autonomous vehicles, the use of industrial IoT, or AI-driven services, a secure and sovereign network is the order of the day. The model by BSNL will make sure that important digital infrastructure stay nationalized, which is in line with the overall national self-reliance vision of India; Atmanirbhar Bharat.

In the future, the area covered by 5G across Delo and Mumbai by BSNL would be used as a litmus test of how this can be scaled nationwide.
