BSNL STV 411 Plan: 100GB High-Speed Data in 60 Days with Post-Limit Throttling.
BSNL, the state-owned telecommunications giant has come up with an interesting prepaid Special Tariff Voucher (STV) i.e. the BSNL STV 411 with a firm focus on data-oriented users who value quantity over voice or SMS service. This plan is priced at 411 to provide 100GB of high-speed data with a major restriction in that upon reaching the data quotas users are slowed up to a maximum of 40 Kbps data rate until the expiry date. Interestingly, there are no free voice calls or SMS benefits in the plan, which will make it a niche service to a select group of users.

What Does BSNL STV 411 Offer ?
The BSNL STV 411 is a pure data plan at the very core. Subscribers will get 100GB of 3G/4G high-speed data that is consumable within 60 days. It amounts to 1.66GB a day, which is a decent amount of data that can be used by people who stream videos, download files, use social networks, or remotely work. The plan is specifically appealing in the rural and semi-urban regions where the BSNL network coverage is still strong and other private providers might not have extended their network.
But the small print is very important: once the 100GB limit is hit, the internet speed will be limited to 40 Kbps. At such a pace, simple web browsing and text-based messaging applications (such as WhatsApp) can still be possible, but video streaming, Internet-based games, video conferencing, and even loading sites with a lot of images will no longer be feasible. Such throttling is typical of data-centric plans but particularly tough on the STV 411 because the same validity has no top-up data packs or speed upgrades.
Competitor Comparison
Compared to the plans of Reliance Jio, Airtel or Vi (Vodafone Idea), the BSNL STV 411 is more pure data without considering voice/SMS and post-FUP throttling, although it is not as valuable, since it does not include them.
In this regard, 2GB/day (60GB total) provided by Jio in its 395 plan may be considered as 56 days of unlimited calling and 100 SMS/day. The 401 plan offered by Airtel has the same benefits. Although these plans that provide less total data than BSNL 100GB, they have the required communication features and most of them are throttled to 64 Kbps rather than 40 Kbps after FUP.
Therefore, the STV 411 of BSNL sacrifices flexibility to data volume. It is a niche, rather than a one-stop shop.

- Do I have a primary SIM on which I make calls and send SMS?
- Will 40 Kbps internet be sufficient in case I have gone over 100GB?

Provided the answers are yes, then this plan is a potentially cunning low cost selection. Nonetheless, the individuals requiring balanced services can look at other STVs of BSNL which comes with voice and SMS benefits.
Final Thoughts
The BSNL STV 411 is indicative of a trend in the telecom industry of India: segmentation, use-case based plans. With voice and data usage becoming more decoupled as a consumer behavior, operators such as BSNL are retaliating with custom-made offerings.
